Phil was wearing a black pair of jeans with a dark blue sweat shirt with white writing on the front of it. Multi colored baseball cap and a pair of brown work boots. Phil wears eye glasses at all times. He was last seen on the morning of 4-16-09 when he left to go to Newark to get some money. Phil planned on mowing the lawn as soon as he returned.
